SaskBuilds is a central agency focused on the delivery of infrastructure projects from planning through construction, including the funding and delivery of large, complex provincial infrastructure projects. To support these efforts, the Infrastructure Development division is looking for a dynamic and innovative leader interested in providing support to major infrastructure projects and supporting the development of infrastructure strategies for the Government of Saskatchewan.

Based in Regina, this position will allow you to leverage your leadership skills, passion, and technical expertise with an organization that holds deep-rooted values of Respect and Integrity, Serving Citizens, Excellence, Innovation, Transparency and Fairness and Acting as One Team.

Reporting to the Principal Project Director, this position will:

Work with relevant ministries, advisors and stakeholders, support the assessment, development and/or modification of infrastructure concept plans and business case analyses, which may be multi-owner projects (e.g., several school divisions);

  • Assist in the assessment of potential procurement models through the procurement options analysis process;
  • Participate in the preparation of Treasury Board, Cabinet, and SaskBuilds Board Information and Decision Items;
  • Support commercial negotiations with contractors where required;
  • Cultivate and manage effective client and stakeholder relationships to achieve cooperation and consensus and timely project delivery and ensures clarity of project objectives and milestones, focusing on budget and resources; and
  • Maintain collaborative relationships with ministries and agencies that have capital projects in development or in the delivery stages.

The successful candidate will be an innovative leader who is able to:

  • Demonstrate project management skills, including budget development, project planning, and knowledge of control and assurance methodologies;
  • Demonstrate knowledge and understanding of government decision-making policies and processes;
  • Work within multiple, complex client and stakeholder relationships to achieve cooperation and consensus for the delivery of successful projects in a timely manner;
  • Demonstrate extensive problem-solving skills in order to identify issues, evaluate the environment, undertake analysis, and develop and communicate recommendations to lead and support complex infrastructure projects;
  • Think strategically across various sectors to support the development of infrastructure strategies and manage competing interests from a wide range of stakeholders;
  • Work within an innovative team and foster a culture of excellence that will work collaboratively with other ministries and agencies to achieve common solutions;
  • Take initiative and drive matters forward without a clear roadmap;
  • Manage and establish priorities among competing interests; and
  • Approach their work with ministry and agency partners with a “One Team” mentality.

Typically, the knowledge and experience required to achieve the above is obtained through:

  • A university level degree with emphasis on Business Administration, Public Administration/policy, economics, or related disciplines. including leadership and management experience;
  • Knowledge of effective leadership, management and administration approaches in the public sector;
  • Demonstrated project management experience; and
  • Practical experience related to infrastructure development projects is highly desirable.

  • Assess potential procurement models through the procurement options analysis process;
  • Lead or participate in governance of infrastructure projects;
  • Create or participate in the preparation of Treasury Board, Cabinet, and SaskBuilds Board Information and Decision Items;
  • Coordinate commercial negotiations which may include land use issues, access, timing, transfers of responsibilities and liability for the development of capital procurement processes and contracts ensuring contracts are accurate legally and financially sound and do not include additional items parties may wish to slide into the project;
  • Cultivate and manage effective client and stakeholder relationships to achieve cooperation and consensus and timely project delivery and ensures clarity of project objectives and milestones, focusing on budget and resources; and
  • Maintain collaborative relationships with ministries and agencies that have capital projects in development or in the delivery stages
